On 4th March 2024, the French Parliament passed an amendment to the Constitution to include women’s freedom to choose abortion. As a result, the right to abortion was enshrined in the Constitution for the first time in the world; on 11th April Before introducing Austria, we will review the situation regarding abortion in Japan. In Japan, under the Maternal Protection Act, abortion is only available up to 21 weeks 6 days of pregnancy, after which the only option is to have the baby. Early abortion procedures performed before 12 weeks gestation can be divided into two main categories: first, curettage, in which the contents of the uterus and foetus are scraped out using instruments; and second, aspiration, in which a tube is inserted into the uterus and sucked out., Both of these treatments are surgical procedures. These generally do not require hospitalization and can be performed as day surgeries. In addition, a new abortion pill was approved in April 2023. Compared to curettage and aspiration, it is expected to reduce the physical and emotional burden of abortion on pregnant women; the WHO has also recognized abortion pills as the safest abortion method. It is available up to 9 weeks and 0 days of pregnancy and consists of two medicines, Mifepristone and Misoprostol. However, there are two conditions for prescribing The other abortion method for pregnancies up to three months is the aspiration method. The cost is high, ranging from 550€ to 939€, depending on the individual clinic. As with abortion pills, there are cases of low-cost or publicly funded abortions. The abortions we have seen above are all legally permitted within three months. So, what happens after three months? The abortions permitted in Austria after three months of pregnancy are as follows. Abortions after three months are performed by induced labor, similar to mid-term abortion procedures in Japan. Induced labor is a treatment that is identical to mid-term abortion procedures in Japan. It requires hospitalization and most hospitals are supported by a clinical psychologist. The cost is covered by health insurance. Abortion in Austria is only possible within the first three months of pregnancy (up to the end of the 13th week of pregnancy). The cost of the abortion is not covered by Austrian health insurance and must therefore be paid for privately. Abortion with abortion pills prescribed by a gynecologist is possible up to the end of the ninth week. As in Japan, Mifepristone and Misoprostol are taken. The cost depends on the medical institution but is usually between 330€ and 840€ (up to just under 140,000 Japanese yen!). Several institutions also offer low-cost abortions for refugees and other people in difficult circumstances. In Vienna, low-income people, including refugees, who have been registered as residents there for more than three months can have an abortion at public expense.2024, the EU Parliament recognized the right to abortion in the Charter of Fundamental Rights of the European Union. These major changes are expected to further broaden and deepen the debate on abortion in EU countries. So, what about Austria?oral abortion pills: first, they must be prescribed by a doctor designated under the Maternal Protection Act (7,500 in the country), and second, they can only be prescribed at risk-capable, inpatient medical centers and clinics. However, only 15 facilities nationwide prescribe abortion pills (as of 30 June 2023). As abortion is a free medical procedure, its cost varies from one medical institution and region to another. The price of the medicines is 50,000 yen plus consultation and hospitalization fees. The approval of the abortion pill was a breakthrough, however, the current limited number of medical institutions and the cost to be borne by the individual means that its widespread use in Japan is expected to take time. Mid-term abortions between 12 and 22weeks gestation require a hospital stay of less than a week due to the physical burden. After the operation, the patient is obliged to submit a stillbirth notification and a stillbirth certificate. For abortions after 12weeks, it is possible to apply for a lump-sum maternity payment (420,000 yen per child). 5 Introduction In Japan In AustriaHaruka AragakiVienna University (Austria)Comparison of Induced Abortion in Japan and Austria
